Buffing Pistols

I would like to propose a buff to pistols. If guns are going to be so expensive, I believe that even the "cheapest" ones should be worth my while. I put around 20 rounds of 9mm into someone and they did not die, yet the shotgun that he pulled out two shot me. I would really appreciate if you considered this, and understand if there is no way to implement such buff.
